Supply Chain Director

Terms of Service: 5 year renewable contract

Salary Scale: 115,290 x 5,770 – 121,060 x 6,050 – 127,110 x 6,240 –133,350 x 6,420 – 139,770 x 6,610 – 146,380 x 6,790 -153,170 p.m.

Duties and Responsibilities

· The Director of Supply Chain Management will be the overall in–charge of procurement and stores in the executive arm of the County Government of Siaya.

Requirements for Appointment

· Must be a Kenyan Citizen

· Bachelors’ degree in supply chain management or relevant equivalent qualification from a recognized institution

· Master degree in any of the following: Procurement and supply management, Business administration, commerce, logistics and supply chain management or any other relevant qualification from a recognized institution

· Be a registered member of Kenya Institute of Supply Chain Management (KISM) with a valid practicing license.

· Have at least 7 years working experience 3 of which must be at a senior management level

· Certificate in Strategic leadership development course or its equivalent qualification from a recognized institution.

· Proficiency in computer applications

· Meet the requirements of Chapter Six of the Constitution of Kenya, 2010

Duties and responsibilities

· The Director of Finance will assist the Chief Officer, Finance and Planning in control and overall operations of the Department of Finance and Planning of the County Government of Siaya.

Requirements for Appointment

· Must be a Kenyan Citizen

· Bachelor’s degree in commerce (Accounting or finance option), Business Administration (Accounting option) or any other relevant equivalent qualification from a recognized institution.

· Passed Part III of Certified Public Accountant (CPA) Examination or its recognized equivalent.

· Master’s degree will be an added advantage.

· Registered with the Institute of Certified Public Accountants of Kenya (ICPAK).

· Have at least 7 years relevant working experience 3 of which must be at a senior management level.

· Certificate in computer proficiency

· Meet the requirements of Chapter Six of the Constitution of Kenya, 2010

Duties and Responsibilities

· The County Attorney shall be the Chief Legal Advisor to the County Government of Siaya including the Executive, the Assembly and the County Public Service Board.

Requirements for Appointment

For appointment to this grade a candidate must :-

· Be a Kenyan citizen

· Have a Bachelor of laws (LL.B) degree from a recognized university

· Have a post-graduate diploma in legal studies from the Council of Legal Education

· Have a Master degree in law or any other relevant social science from a recognized university

· Be a practicing advocate of the High Court of Kenya

· Have at least five (5) years of practicing experience

· Have a valid practicing certificate from the Kenya Law Society

· Have a Certificate in Strategic leadership development course or its equivalent qualification from a recognized institution.

· Be Proficient in computer applications

· Meet the requirements of Chapter Six of the Constitution of Kenya, 2010

Duties and Responsibilities

· The Principal Information Communication Technology Officer will assist the department in control, development of systems and procedures and operations of the integrated electronic payment systems.

Requirements for Appointment

· Bachelor’s degree in any of the following fields: Computer Science/ Information Communication Technology or in Electronics/Electrical Engineering from a recognised institution.

· Certification in Payment Systems and non-cash transactions or equivalent exposure to the Integrated Financial Management Information System or other government payment systems will be an added advantage.

· Have at least 5 years relevant working experience.

· Attended a Management Course from a recognized institution.

· Meet the requirements of Chapter Six of the Constitution of Kenya, 2010
